Unfortunately, Crackdown 3 does not include four-player cooperative play. Both Crackdown and Crackdown 2 featured two-player co-op, though Crackdown 2 upped the maximum of cooperative players to four. Somewhere during the development of Crackdown 3, Sumo Digital decided that two-player co-op would suffice, and support for four-player co-op was removed from the equation.
With that said, there’s more than enough fun to be found for two cooperative players.
